Agenda 2026: From Rules to Reality: Diplomacy in the Age of Motion

As the international landscape continues to evolve, the 19th Summer School for Young Diplomats “Gavro Vuković” invited participants to reflect on how diplomacy can adapt, respond, and shape cooperation in times of uncertainty. This year’s theme provided the framework for discussions on the changing nature of international relations and the role of diplomacy in an age of motion.

From 21–26 June, Montenegro welcomed young diplomats from 48 countries, alongside more than 30 distinguished speakers. 

Through lectures, panel discussions, workshops, presentations, roundtables, and networking events, participants explored a wide range of global and regional issues, while also gaining a deeper understanding of Montenegro’s foreign policy priorities and its diplomatic path over the past two decades. The programme placed special emphasis on the 20th anniversary of the restoration of Montenegro’s independence, reflecting on Montenegro’s foreign policy achievements and its role in the contemporary international arena.

The agenda also marked the 35th anniversary of the Declaration of Montenegro as an Ecological State, introducing participants to this important element of Montenegro’s identity and its relevance in today’s discussions on sustainable development and climate resilience.
