Vladimir Vučinić was born on March 11, 1982 in Podgorica, where he finished both Elementary and High school. He graduated Magna cum laude from the American University in Bulgaria with a double major in Political Science – International Relations and European Studies, and obtained his Master’s degree from the College of Europe in Bruges, Belgium, in the field of European politics and administration. During his undergraduate studies, he completed one semester at the University of Limerick, Republic of Ireland, as part of a student exchange program.

 

After completing his studies, he started his professional career in the Ministry of Foreign Affairs of Montenegro in September 2005, Department for Multilateral Relations, where he was in charge of cooperation with the European Union. After the independence of Montenegro, from 2007 to 2011, he served as the Third secretary in the Mission of Montenegro to the European Union in Brussels, being one of the first diplomats to be sent abroad.

 

Upon his return to the country in January 2011, he was appointed Advisor to the President of Montenegro for Security, Defense and Security Integration, and in 2012 he was appointed Secretary of the Negotiating Group for Negotiations on Montenegro’s Accession to the European Union. From October 2012 to August 2017, he was I Counselor in the Mission of Montenegro to NATO, after which he was for a short time Director of the Directorate for International Restrictive Measures in the Ministry of Foreign Affairs.

 

In November 2017, he was appointed acting Director General of the Directorate for NATO and Security Policy of the Ministry of Foreign Affairs of Montenegro, and in February 2018 for Director General.

He speaks English, French and Bulgarian, and has a good knowledge of Macedonian and a basic knowledge of Spanish and Italian.

He is an Honorary citizen of Bruges, Belgium.
